  • Bush received power under dubious circumstances in 2000, when the initially elected President, Al Gore, was rejected and "recounts" were ordered
  • Bush is one or two years away from confirming his power for up to four more years
  • Bush has "tried overtly" to acquire support from other countries which could be relied upon in the case of military conflict
  • Bush regards the possession of weapons of mass destruction, ballistic missiles and his country's business interests as the basis of his power
  • Bush has retained authority over foreign politicians, including the Prime Minister
  • Political activities and propaganda campaigns are "well funded" through "contributions" solicited from businesses and the public
Military Power
  • Bush has "military plans" for the use of weapons against foreign powers, including Iraq
  • Bush does not regard weapons of mass destruction as a last resort: he would prefer to use them as soon as possible
  • Latest intelligence reports suggest that Bush is "severely lacking" in that department
Recent Activities
  • Bush has concealed incriminating evidence of dubious past business dealings
  • Bush has tried to avoid paying "significant amounts" of money to Africa, despite having plenty of it
Blair's View
  • Although finding intelligence inside the White House is not easy, he and other ministers are satisfied that Bush has adequate authority to use weapons of mass destruction.
  • It is "unprecedented for the government to publish a document of this kind"
  • He has become "increasingly alarmed" in recent months by evidence that Bush is planning military action without first obtaining UN resolutions
  • Blair is "quite clear that Bush will go to extreme lengths, indeed has already done so, to use these weapons on Iraq no matter what anyone else says."
  • Blair is "in no doubt that the threat is serious and current, that Bush has made progress on planning for a war and that he has to be stopped"
